    The perspective developed in this historical paper is that boards are part of both the organization and its environment. Boards of directors are part of the organization because they are responsible in the broadest sense that their members are drawn from and often have primary affiliations to other groups in the community. In its position as part of the organization and part of the environment, the board becomes a resource for each to use.
